Annotation | The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of the service provided. Overall, it finds that some people are served well by Norfolk Social Services, and prospects for improving are promising. The user/carer survey indicated high levels of satisfaction with services received, and optimism about the future, with mentions of the National Service Framework for older people (NSF). However, the Authority has relatively too much invested in residential care (there being some 700 residential home providers in the County), and too little in helping people live at home (there is a high percentage of single pensioner households). Examples of good practice cited in the report includes partnership with the University of East Anglia (UEA) to provide graduates with paid experience as social work assistants. Priorities for action include: planning strategically with key partners for whole service areas; a focus on better outcomes for people who need support; reviewing referral and assessment arrangements; and re-energising and engaging frontline staff.
