AnnotationHalton, a former district of Cheshire (main towns Runcorn and Widnes), was established as a unitary authority in 1998. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of the service provided. Whilst Halton Social Services is not serving people well and prospects for improvement are uncertain, the Council is building a range of support services for vulnerable people. Users and carers gave mixed views of their experience of receiving services: for many, there was a limited choice available. For older people, long waits, delayed hospital discharges, limited home care services, inadequate responses to carers' needs, and late provision of equipment were reported. Examples of good practice include the Castlefields project set up by a general practice to fund its own "social care manager" to help with access to support. Priorities for action include: reducing risk to service users by delivering timely services to enable people to remain in their own homes and extending the range of supported accommodation outcomes; and a focus on the outcomes achieved for service users and carers.
