Annotation | Blackpool, previously part of Lancashire County, became a unitary authority in 1998. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of the service provided. It concludes that Blackpool is serving some people well: most vulnerable people receive assessments and care packages without delay, but there is an over-reliance on institutional care. Although some service users speak warmly about the support they receive, there is a relatively low level of user satisfaction with services: problems are reported with reliability, flexibility, and provision of information. The report notes that Blackpool has made progress in developing a range of services for older people which promote independence, though those for older people with mental health needs are limited. The Assessment and Rehabilitation Centre (ARC) is noted as an example of good practice. Priorities for action include improving assessment and care planning for adult services. Blackpool has started to involve users and carers in shaping services, a feature which needs to become more significant in planning services. (RH). |
