AnnotationIn an attempt to fill the gap left by Medicare, New York is one of several states that has invested state resources in public programmes for older people on low to modest incomes older people. In addition to Medicaid, New York operates a benefits programme, Elderly Pharmaceutical Insurance Coverage (EPIC). The authors report on their survey of prescription drug coverage patterns among older people in New York and seven other states. Their findings cover: prescription drug coverage; out-of-pocket costs for prescription medications; skipping doses and not filling prescriptions due to costs; the role of the Medicaid and EPIC programmes for older people in New York; and awareness of and participation in Medicaid and EPIC. The evidence is that such programmes are failing to reach all those eligible to participate. (RH).
