AnnotationResearch into home care shows the importance of developing skilled staff and services tailored to the client. The author outlines a survey of home care providers by the Social Policy Research Unit (SPRU), raising questions about the future of the sector. In-depth telephone interviews were conducted with 12 contrasting English social service departments (SSDs) and with independent sector agencies contracted by the SSDs. The survey questions whether independent agencies will be able to provide pay and conditions as good as SSDs, and whether long-term work with frail older people should be handed over entirely to the independent sector. The new domiciliary care standards entail more person-centred care. Reconciling use of the independent sector with the necessary care management processes required by the care standards will be a key challenge for the future. (RH).
