AnnotationThe purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services. Overall it found that some people in St Helens are being served well, and that prospects for improvement are promising. The borough's population is slowly declining and changing in profile: the number of older people is increasing, with those of pensionable age comprising 20% of the population. While mainstream assessment and service provision for older people are subject to waiting lists, services generally have seen the development of a range of projects to promote independence and to develop intermediate care services - for example, a Re-ablement Team (a joint health and social services project). Another example of good practice identified includes the Contracting for Quality for Steering Group, which has undertaken a review of supply and capacity in relation to residential and nursing home care. Priorities for action identified by the review include: improving assessment and care planning; and building on user/carer initiatives, for example improving their involvement in assessments, service review and policy making.
