AnnotationThese National Minimum Standards apply to personal domiciliary care services delivered by local authorities, the NHS and the independent sector. They form the criteria by which the National Care Standards Commission (NCSC) will determine whether the agency provides personal care to the required standard; and represent the minimum required for personal care service provision to a wide range of people including older adults. Their purpose is to ensure the quality of personal care and support which people receive whilst living in their own home in the community. The implementation date is 1st April 2003 (implementation date was originally 1 July 2002) and registration and inspection will be undertaken by the NCSC. These are the last in the series of National Minimum Standards to be published by the Secretary of State for Health in accordance with section 23 of the Care Standards Act 2000. Also included is the text of the Domiciliary Care Agencies Regulations 2002 (SI 2002, No.3214), which comes into force on 1 April 2003.
