Annotation | Sections 1-3 of the Disabled Persons (Services, Consultation and Representation) Act 1986 provide for the appointment of a person to represent the disabled person in dealings with local authorities in relation to that person's need for services. This article looks at the legal and policy context for the development of advocacy services, and considers the legal issues which arise when developing standards and codes of practice for advocacy services, in particular capacity, consent and confidentiality.
