Annotation | Japan's Long-term Care Law was enacted in December 1997, and implemented in April 2000. It is Japan's "fifth insurance programme" after the medical, pension, unemployment, and workers' accident compensation insurance programmes. It is the second oldest long-term care insurance system in the world, the oldest one being the German system which was implemented in January 1995. This article outlines those factors leading to the introduction of the system, and the system's characteristics as compared with the German system, the model on which the Japanese system has been planned.
