AnnotationThis paper focuses on the debate over the future of pay-as-you-go (PAYG) social security in the United States, and explores the extent to which the US is likely to restructure its pension system in the 21st century. Three questions are discussed. First, how is the US dealing with the demographic, financial and political pressures on its public pension system? Second, to what extent will these pressures redraw the boundaries between public and private responsibilities? Third, how would such shifts - should they occur - affect individuals, financial markets and future low-wage workers? This paper was presented at the Oxford Institute of Ageing conference 'Pension Security in the 21st Century: Redrawing the public-private divide', at Rothmere American Institute, March 2002. (RH).
