Annotation | Trends in ageing are likely to result in a smaller proportion of the population being in employment after 2010. This report makes clear that meeting that challenge will require comprehensive reform of fiscal, financial, labour, and pensions policies, as well as systems of health and long-term care. The goal must be to harness older people's skills and experiences, and to ensure adequate living standards for them, without placing an unfair burden on younger people. The report outlines the demographic challenge and the nature of the policy responses required. It discusses the retirement decision, and whether the trend towards earlier retirement in most OECD countries reflects individual preferences for leisure. Many OECD countries are actively engaged in reforming their public pensions, and these reforms are evaluated. The performance of pension funds and financial markets and their regulatory frameworks are reviewed. While there is evidence that older people have the capacity to be active beyond the age of 70, the very old require more medical and long-term care. Whether governments choose to launch reviews of the full range of ageing concerns (or specific issues only), the necessity of co-ordinating reforms across departments and levels of government, as well as building public understanding and support, is emphasised.
