The paper includes discussion of: changes in and proposals to change the benefits system; and benefits issues for older people who are homeless or at risk of homelessness; and benefits issues for older private tenants. Recommendations for changes to benefits are made. This paper also links with a briefing paper, "Housing advice for older people", by the same author for Help the Aged (RH).
