AnnotationHome improvement agencies (HIAs) have established an enviable reputation as a key source of help for older, disabled and vulnerable people to remain living independently in their own homes, as previously expressed in "Quality and choice in older people's housing: strategic framework" (DETR, 2001). The Office of the Deputy Prime Minister (ODPM) currently supports the running costs of some 230 HIAs in England. However, there are variations in their availability, and the range and quality of services they provide. This consultation paper reaffirms the importance of the role that HIAs have established. It sets out the further potential contribution that HIAs have to offer to the delivery of housing, health and renewal objectives. It proposes structural and organisation reforms where these are necessary to improve the cost-effectiveness of services. The paper also proposes a continuing role for the national co-ordinating body, subject to review following two years' experience of operation of the sector within the "Supporting People" framework.
