AnnotationOlder people account for approximately 62% of social care service users, but only represent 47% of spending on social care. This paper notes that care is increasingly being rationed by: denying any help to those with moderate care needs or with carers; making those with high care needs wait either in a hospital bed, or wait unseen in their own home; and setting limits either on how much a council will pay for care, or on the quality or quantity of care provided. This consultation paper has been drawn up by a Policy Working Group chaired by Richard Mills, and is presented as the first stage in the development of the Party's policy on social care. After outlining the existing situation and problems such as abuse, it covers: structural and institutional issues; delivery of services; staff training, recruitment and retention; empowering users; supporting carers; and protective interventions.
