AnnotationMost older people in Canada with chronic health problems live in the community, and are cared for and supported predominantly by family members, friends, and neighbours. Demographic, social and political factors have contributed to increased pressure on the informal sector to do even more, despite the extraordinary costs borne by informal caregivers. Almost half of all caregivers in Canada incur extra expenses because of their caregiving responsibilities. While the cumulative magnitude of these out-of-pocket costs has not been well-documented in Canada, the authors' analysis provides evidence of the impact of income security and health policies on caregivers' out-of-pocket expenses. Of the programmes reviewed, most have the potential to affect the out-of-pocket expenditures of informal caregivers in two ways: indirectly by the income of the care receiver; and directly by user fees.
