Annotation | The questions of what is achieved by social care services, and what resource inputs are associated with what results for which groups of service users are examined in a programme of research under the Outcomes of Social Care for Adults (OSCA) banner, commissioned by the Department of Health (DH). The report and associated documentation examines these key themes: understanding and defining outcomes; evaluating service outcomes, informing the evidence base; and implementing outcome measurement. The OSCA programme included 13 separate projects dealing with outcomes for older people with learning disabilities, people with mental health problems, and those who abuse alcohol. Several of the projects also focused on outcomes for carers. Four main categories of project methodologies can be identified: developing new tools for measuring outcomes; employing methodologies to assess service effectiveness; comparing costs and quality; and evaluating the evidence through systematic research reviews. All the projects have produced their separate reports and other publications. (RH). |
