AnnotationThe purpose of the the Joint Review is to provide an objective assessment of how well people in Cardiff are being served by their social services, and finds that the Authority is not serving people well. Difficulties are noted relating to the assessment process and limited service options available to meet assessed needs. However, the multi-disciplinary Rapid Access Elderly Care Assessment Service (ECAS) is cited as an example of good practice. In general, the Authority provides a service to a smaller proportion of older people than the average across all Welsh authorities. Domiciliary services have been the subject of a Best Value (BV) service review. Among key themes that the Joint Review identifies for future development are: giving priority to the strategic commissioning of services to deliver BV; creating strong and strategic partnerships with agencies and providers in all sectors; connecting Council members and senior managers with users, carers and staff; and promoting the more cost-effective use of resources to create more choice for users and carers.
