Annotation | Despite a strong ideological pressure towards avoidance of institutional care, such options had been the dominant housing solutions for frail older people in Norway until the beginning of the 1990s. Since 1994, Norwegian municipalities have been able to build new houses for frail older people. This article shows that there has been an increase both in institutional care and housing offered. The explanation given for this result is that there has been, and still is, a strong support among older people and local politicians for institutional care. There is also a tendency to erase the distinction between home care and institutional care. (KJ/RH). |
