Annotation | The boundaries between health care and social care are changing all the time. This article draws on two studies of the historical development of welfare services for older people: "Community care: policy and practice", by Robin Means and Randall Smith (1986); and "From community care to market care: the development of welfare services for elderly people", by Robin Means, Hazel Morbey and Randall Smith (2002). It outlines key shifts in policy since the poor law provision in the 1930s, and calls for implementation of "a vision of services for older people across health and social care that is worthy of the 21st century".
