Annotation | The Department of Health is concerned that the deferred payments grant for 2001/2002 is likely to be considerably under-spent. In October 2001, the Local Authority Circular 2001(25) was issued which dealt with the introduction of the deferred payments scheme, and within it was clearly indicated that the Department expected councils to have such a scheme in place. This Circular warns that Councils could be challenged if they do not consider exercising discretion to offer deferred payments in individual cases. (KJ). |
