AnnotationFor the purposes of this handbook, commissioning is defined in its broadest sense. It includes: strategic planning; consulting with older people, carers and the public; involving older people in planning how to meet their individual care needs; working in partnership with other agencies; responsive care management systems; managing limited resources; using contracts and purchasing arrangements to specify, secure and monitor services; and being accountable to local communities and users. The handbook is intended for all involved in the commissioning process. The structure of the handbook uses a framework for commissioning based on the Best Value (BV) performance management and planning audit: how do we know we are doing the right things; how do we know we are doing things right; how do we plan to improve; and how do we account for our performance? (RH).
