AnnotationThurrock became a unitary authority in 1998 created from the District Council and Essex County Council. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards further improvement of the services provided. The Review found that most people are served well, although some users' and carers' feedback was more negative than expected, given a commitment to user involvement. Examples of good practice include home care monitoring, whereby service users are asked about the quality of service and their satisfaction with the home care provider. Priorities for action include: establishing an adequate budget for social services; involving users and carers more appropriately; and continuing to modernise services for vulnerable adults. (RH).
