AnnotationBetween November 2000 and July 2001, the Social Services Inspectorate (SSI) undertook a series of inspections in six councils: Bury, Rochdale, Suffolk, Camden, Northumberland and Devon. The purpose was to establish the relationship between the degrees of success local councils with social service responsibilities have had in implementing the modernisation agenda, and the existence or absence of certain key attributes associated with change management. The report covers: managing change and managing delivery; strategic direction; working with partners; measuring performance and improvement; and equal access to services. Examples of good practice are provided throughout the report. Among the key challenges for councillors and senior managers are involving service users and carers more consistently in determining service quality, and making sure front-line staff understand and are engaged in how services will be modernised.
