AnnotationThis dissertation focuses on the recent growth in the number of older prisoners (aged 50+) in England and Wales. It draws on findings from a literature review, secondary analysis of Home Office data, and qualitative interviews with national policy makers, and identifies clear trends between 1995 and 2001 in the prevalence and profile of older prisoners, and their current status within the policy environment. The research shows that New Labour's commitment to tougher sentencing for serious offenders had a disproportionate effect on the size of the older male prison population, and the number of all female prisoners aged 21-59. This is largely attributable to the accumulation of ageing male prisoners and older sentenced men serving longer sentences for sexual offences, and growing numbers of female offenders of all ages imprisoned for drugs offences. In this environment, the dissertation finds growing awareness among policy makers of the challenges posed by an ageing prison population, in terms of the health, social care, rehabilitation and resettlement needs which it presents. It highlights the research vacuum in which policy makers have been operating, and identifies both the emergent opportunities for, and barriers to, the development of policy and practice in this area.
