AnnotationAn essential element of identifying Best Value (BV) and monitoring cost-effective care is to be able to identify the outcomes of care. This discussion paper reports on a study commissioned as part of the Department of Health's (DH) Outcomes of Social Care for Adults Initiative, to develop a measure of outcome and associated indexes of social care for older people. Five domains were identified as the key areas of outcome of social care: food and nutrition; personal care; safety; social participation and involvement; and control over daily life. The development, testing and refinement of the measure - the Older People's Utility Scale Social Care (OPUS-SC) - by reference group feedback and pilot exercises, is described. The methodology of establishing preferences for the five domains, leading to a utility weighting of OPUS, is reported. (RH).
