AnnotationMental health services in 19 English local authorities were inspected between June 2000 and September 2001. This report outlines the policy context of the inspections, in particular the Mental Health National Service Framework (NSF). It evaluates findings on the themes of users and their services, the needs of black and minority ethnic communities, co-ordinated care arrangements (the Care Programme Approach, or CPA), and future prospects. It includes a checklist of key issues to help councils to audit their services and to compare their performance with that found nationally. In all councils, most service users expressed generally positive levels of satisfaction in the way they were treated by staff. The report includes examples of good practice found in the inspections.
