AnnotationCaerphilly became a unitary authority in 1996, the result of a merger of Islwyn and Rhymney Valley District Councils, and other parts of former Gwent and Mid Glamorgan County Councils. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution toward the further improvement of the services provided. The review found that the Authority is not yet serving people well, but there are signs of improvement. There were differing views about the quality of services provided: while older people were generally satisfied with services, the review had concerns over delayed hospital discharge. Examples of good practice include multi-agency responses to emergency pressures by organisations including Care and Repair, occupational therapy (OT), and Age Concern Hospital Discharge Scheme. Priorities for action highlighted in the review include: improving risk management; setting strategic goals for main user groups that deliver inclusive services, and support rehabilitation and independence; and nurturing relationships with users and carers.
