AnnotationThe availability of pharmaceutical benefits and coverage for Medicare's cost sharing requirements at relatively low premiums has attracted Medicare beneficiaries to managed care plans. However, managed care benefits are shrinking, and Medicare has reduced its annual increases in payments to health plans. This paper explores the effect of these changes on enrollees, by examining trends in out-of-pocket expenses particularly as they vary with beneficiaries' health status.
