AnnotationIt is almost 10 years since the reform of community care, brought about by the NHS and Community Care Act 1990. This is a summary of a report of an investigation of the policies and practices of six local authorities across England and Wales in determining how older people can access social care. This summary describes some of the problems faced by local authorities in balancing rising demand for services with finite resources, and the effects on service users. It outlines the main report's findings on what services are promised and what is being delivered; budgets, resource constraints and structures; care management policy, practice and outcomes; and support, choice and quality.
