Annotation | Older people are more likely to be tenants of local authority housing stock than other age groups, and are also active participants in tenant and community groups. The large scale transfer of housing from one landlord to another will have a major impact on housing tenants in Scotland. This guide, produced with financial assistance from the Scottish Executive, has been written by the Tenant Information Service and edited by Age Concern Scotland. It is aimed primarily at councils who are considering the transfer of the housing stock to a registered social landlord (RSL), and describes how tenants should be informed and involved from the outset to the conclusion of the process. It provides guidance and uses case studies for examples of best practice, the main point of reference being the "Code of practice for tenant participation in stock transfer" (Scottish Executive, 2000).
