Annotation | Text of a Private Members' Debate in Westminster Hall on Wednesday 13th February 2002. Paul Burstow (Sutton and Cheam) introduced this debate on elder abuse, and raised the following concerns: resources available to the National Care Standards Commission (NCSC); the low number of trained staff and the limited target set for raising the level of training; the lack of an offence of neglect for a vulnerable adult, and no legal means of dealing with informed consent when people no longer have the mental capacity to make decisions for themselves; and inadequate standards of medication for older people. Hazel Blears (Parliamentary Under-Secretary of State for Health) responded to the debate. (RH). |
