AnnotationThis circular informs of eleven changes to current regulations, the most significant of these are detailed as follows:. 1. Announces the revised Personal Expenses Allowance (PEA) of £16.80 that comes into force on 8 April 2002. 2. Revises capital limits from £11,5000 lower and £18,500 upper to £11,750 and £19,000 to come into force on 8 April 2002. Home care charges will be effected. 3. Advises councils of the Deferred Payments grant they will receive in 2002/03. 4. Reminds councils of their responsibilities under section 42 of the National Assistance Act 1948 with respect to contributions to care costs that may be sought from spouses who are liable to maintain their partners in residential accommodation and provides guidance. 5. Advises councils on the transfer of responsibility for residents with preserved rights to councils.
