AnnotationThe extent to which frail older people are able to remain in their own homes with intensive and flexible domiciliary care packages was examined. In particular, this study sought to explore the factors influencing the delivery of intensive and flexible support, whether users have choice, the contributions of different sectors (including informal care), the impact of local authority purchasing, and policy and cost-effectiveness. Routine policy and practice were studied in three Scottish local authorities, in which 150 older people (and some of their informal carers) were interviewed: 46 in Aberdeen, 46 in Edinburgh, and 58 in South Lanarkshire. The overall aim was to identify the extent to which domiciliary care services, in conjunction with informal care, present a viable alternative to institutional care. (RH).
