Annotation | The main speakers in this Standing Committee debate were Jacqui Smith (Minister of State, Department of Health - DH), Oliver Heald (Conservative, North-East Hertfordshire), and Paul Burstow (Liberal Democrat, Sutton and Cheam). Whilst Mr Burstow welcomed the establishment of the National Care Standards Commission (NCSC) but queried its capacity to fulfil its brief, Mr Heald sought regulations that would "have a light enough touch to provide a plentiful supply of good quality places in care homes".
