AnnotationThe purpose of the Joint Review is to assess the extent to which people in Brighton and Hove are well served by their social services. It concludes that some but not all users are well served, but that the prospects for improvement are promising since becoming a unitary authority in 1997. Older people, for example, are benefitting from better community care and rehabilitation services; and domiciliary services are being reshaped as part of a Best Value Review. Older people were under-represented as respondents to the users's and carers questionnaire (response rate of only 35%); overall, 73% thought that services they received were "good" or "excellent". Examples of good practice mentioned in the report include: the Urgency Project and "STEPS" (concerned with rehabilitation, "urgent needs" for those at risk of hospital admission, and intermediate care); and a Carers' Resource Officer. Priorities for action identified by the Review include: more focus on the front line; ensuring a choice of living options for vulnerable adults; and better planning of services. (RH).
