Annotation | At a time of changes in policy on charging for nursing care, this paper given at a regional EAGLE seminar in September 2001 explains these changes in date order, along with aspects of charging in the Health and Social Care Act 2001. In April 2001, two changes in regulations came into effect: changes to the capital limits for charges; and a 12-week disregard on property from the time of permanent admission to a home. Other changes noted between April and October 2001 include new regulations for people with preserved rights to Income Support (IS), and payment of Attendance Allowance (DLA) Care in residential and nursing homes. From October 2001, the following provisions of the 2001 Act affect charging: "free" nursing care in all settings; disregarding certain resources (property) when deciding if accommodation is "otherwise available"; funding by a resident of "more expensive accommodation"; and deferred payment agreements. Proposals from April 2002 include the ending of preserved rights. These changes do not apply in Scotland and Wales, where policies have included consideration of free personal care. (RH). |
