Annotation | This essay argues that future scenarios are useful in helping to set policy goals. However, such goals are vulnerable to unexpected changes in technological and economic conditions and organisational innovations that may alter the impact of population-based predictions. This point is illustrated by examining the assertion of the "demographic imperative" on potential old age policy goals in the US. The demographic forces related to population ageing in the Pacific Rim countries are also considered. Whilst old age policy is negotiated somewhere between the present and the future, it is always unwise to attempt closure on policy directions several decades in advance, when the scenario is based on population projections alone.
