Entitlements, social compacts and the trend toward retrenchment in US old age programs

AnnotationRegardless of country or economic model, domestic policies for older people have an inevitable effect on their quality of life. As is frequently the case, what social scientists refer to as human capital variables are social capital and social policy. The US has often served as a model for other countries in designing entitlement programmes and safety net services for older people; but in the face of economic hardships, the US is beginning to question many such policies. This article reviews and analyses US old age policy in the context of emerging economic realities of the new millennium. The so-called generational equity debate is likely to be reflected on when other countries examine their social contracts with older people. (RH).
