AnnotationThe purpose of the Joint Review is to assess the extent to which people in Gloucestershire are well served by their social services. Overall, it finds that people In Gloucestershire are not served well, because of limited eligibility criteria, inconsistent thresholds, weak screening processes, long waiting times, unallocated work, poor assessment processes and weak management of cases. Although the county is able to initiate change, concerns about aspects of services for older people included: waits for and completion of occupational therapy assessments; waiting for home care; and delayed discharges from hospital. A number of examples of good practice are cited, including: provision of information to the public through the GUIDE Information Service; a pilot Customer Service Project in Cheltenham; a Young Carers' Group; and the Living Independently in Gloucestershire Scheme (LIGS) developed with assistance from the National Centre for Independent Living. Priorities for action include: improving quality of services; focusing on the needs of users, carers and potential users; managing change and resources; and supporting effective service delivery and planning.
