Annotation | In May 1988, the Royal College of Nursing established a Commission "to analyse and examine the current state of the NHS and possible developments within it, and national health care policies generally, with particular reference to the contribution of nursing." This is the report of that Commission, and covers the issues of consumer power, service delivery, funding and staffing.
