Annotation | Problems with variations in home care charging policies between local councils were identified in the report of the Royal Commission on Long Term Care (1999) and in the Audit Commission report "Charging with care" (2000). This circular draws attention to statutory guidance, "Fairer charging policies for home care and other non-residential social services", issued under section 7 of the Local Authority Social Services Act 1970 and under the Care Standards Act 2000. It outlines the main actions councils need to carry out to implement this guidance by the required dates (1 October 2002 and 1 April 2003). (RH). |
