AnnotationThe Care Standards Act 2000 CSA) extends the scope of the regulatory system for care services to include domiciliary care agencies. These draft National Minimum Standards (NRS) form the criteria by which the National Care Standards Commission (NCSC) will determine whether agencies (including local authorities) provide personal care to the required standard. The purpose of the NRSs is to ensure the quality of personal care and support which people receive whilst living in their own home in the community. The Standards are grouped under six key topics: user focused services (Standards 1-6); personal care (7-10); protection (11-16); managers and staff (17-21); and organisation and running of the business (22-27). Included is a draft of the Domiciliary Care Agencies Regulations 2001, which apply to England only and will come into force on 1 July 2002. Also included is a partial Regulatory Impact Assessment (RIA) on the standards. (RH).
