Annotation | Pension policy is a central element in most national social security and and social protection strategies. The authors' primary interest is in the problems and policy needs of low-income developing countries, particularly in sub-Saharan Africa, followed by those of middle income countries. They provide a critique of pensions system reforms, the state versus private provision debate, and regional trends in pension reform. Pension system options for low and middle income countries focus on identifying mechanisms for achieving universality, to provide at least a regular minimum cash income for all older people. (RH). |
