AnnotationRutland became a unitary authority in April 1997, but remains within the Leicestershire Health Authority. The purpose of the Joint Review is to provide an objective assessment of how well people in Rutland are being served by their social services: some are being served well, but prospects for improvement are uncertain. There has been some success in supporting older people in their own homes and avoiding institutional care, as evidenced in examples of good practice: a rapid response service providing alternatives to hospital admissions; a rehabilitation project whereby home care assistants are trained in rehabilitation work by the occupational therapist (OT); and assuring quality in home care. Priorities for action include joining up with more agencies to provide services, and focusing on user and carer empowerment to improve front line services for those requiring social care. (RH).
