AnnotationThe transnational project, "Combating Social Exclusion: Minority Organisations in Civil Dialogue" promotes civil dialogue as a tool of empowerment for minority organisations and their communities. Partner organisations in five countries (Germany, Italy, Luxembourg, Spain and the UK) have exchanged information comparing the situation of the minority ethnic voluntary sector in different countries. This publication summarises all five country reports on the theme, "Minority ethnic communities and processes of exclusion". Recommendations are made for EU institutions, national governments and funders concerning policies affecting minority communities and the minority ethnic voluntary sector. The Institute for Public Policy Research (IPPR) was the UK partner organisation. (RH).
