| Annotation | This annual report is primarily directed towards councillors and managers of social care services. It is organised into four sections: Section one introduces Joint Reviews; Section two reports on the overview findings of the past year; Section three explores five areas that are repeatedly challenging councils in their delivery of social care; and Section four shares feedback to the Joint Review team from councils.
