AnnotationThe Community Care (Direct Payments) Act 1996 promised service users greater power, choice and independence over the way their social care is delivered. It gave local authorities powers to make cash payments to disabled people assessed as needing social care, enabling them to purchase care for themselves. The legislation was amended to include over 65s from February 2000. This paper draws together current research on direct payments. It includes data gathered for evaluating Staffordshire's pilot project and interviews with older people who are receiving a direct payment. Local authorities appear slow in extending their schemes to older people, making it difficult for them to gain access to schemes. (RH).
