AnnotationKent (which has excluded Medway unitary authority since 1997) is still the largest local authority in the country, serving a population of 1.3 million. The aim of the joint review is to make an objective assessment of how well people are served by their social services. Most are being served well. The review notes that some services for older people have been affected by reduced levels of expenditure. In 1999/2000, there was a high level of emergency admissions to hospital for over 75s. There have also been problems with recruiting domiciliary care staff, with a consequent shortfall in service provision. Examples of good practice include a generic worker scheme allowing holistic assessment of older people's needs, and user and carer involvement in standard setting. Among priorities identified by the review were: putting users and carers first; reviewing in-house provider services; and progress on partnerships with statutory and non-statutory agencies. (RH).
