AnnotationThe Care Development Group was asked to advise on the introduction of free personal care for older people in Scotland, in the context of social and health care services available. The Group has endorsed the definition of "personal care" used by the Royal Commission on Long Term Care. This includes the provision of non-medical services which involve close personal contact and touching, and for those with dementia, includes psychological support and counselling. The report examines current provision and gaps, deficiencies and duplication of service provision; funding; demographic factors affecting future demand and costs of care; a single shared assessment of need; payments; and cross-border and tax issues. Older people should be encouraged to stay in their homes for as long as possible, and should be helped to do so. The costs of ending all charges for personal care - from April 2002 - should be affordable on the basis of costings made by the Group. (RH).
