Annotation | The 1998 White Paper, "Modernising social services" (Cm 4169) included improvement of services for older people as one of its main policy aims. This inspection of 21 councils from October 1999 to November 2000 examines themes introduced in the White Paper: quality of services; fair access; promoting independence; and strategy for change. Examples of good practice and a checklist are provided to help councils with social services responsibilities to self-audit their progress. The councils inspected were: Bury, Camden, Calderdale, Cambridgeshire, Coventry, Cumbria, Ealing, Greenwich, Hillingdon, Kingston upon Hull, Kirklees, Lancashire, Liverpool, Medway, Milton Keynes, Nottinghamshire, Somerset, Suffolk, Sutton, Tameside, and Westminster. The report notes improvements in publicising services and responsiveness to minority ethnic groups. There were widespread problems with domiciliary care, while residential and nursing home care were major challenges with regard to promoting independence. (RH). |
